Scope of article

[edit]

This article discusses one mechanism for providing assurances of supply for nuclear fuel, namely a fuel bank. There are other mechanisms under consideration, including the Russian International Uranium Enrichment Center at Angarsk, the proposal by six enrichment suppliers for a three tiered system of supply assurances, the German proposal for a an "enrichment sanctuary," and others (see the IAEA web page on Multilateral Approaches to the Fuel Cycle). These go under the names "assurances of supply assurances" and "reliable access to nuclear fuel." I suggest that this article be broadened to address the full range of alternatives. NPguy (talk) 19:41, 25 May 2009 (UTC)[reply]

"Fuel for Thought" gives an overview of the following proposals:
    1. U.S. - "Reserve of nuclear fuel" - INFCIRC/659, September 2005
    2. Russia - "Statement on the Peaceful Use of Nuclear Energy" - INFCIRC/667, February 2006
    3. U.S. - "Global Nuclear Energy Partnership" - “Department of Energy Announces New Nuclear Initiatives”, USDOE, February 2006
    4. World Nuclear Association - "Ensuring Security of Supply in the International Fuel Cycle" - WNA Report, 2006
    5. France, Germany, Netherlands, Russia, UK, U.S. - "Concept for a Multilateral Mechanism for Reliable Access to Nuclear Fuel" - GOV/INF/2006/10, June 2006
    6. Japan - " IAEA Standby Arrangements System for the Assurance of Nuclear Fuel Supply", INFCIRC/683, September 2006
    7. Nuclear Threat Initiative, "Nuclear Threat Initiative", NTI Letter, September 2006
    8. UK, "Enrichment Bonds", INFCIRC/707, June 2007
    9. Russia, "International Uranium Enrichment Centre at Angarsk", INFCIRC/708, June 2007
    10. Germany, "Multilateralizing the Nuclear Fuel Cycle", INFCIRC/704, May 2007
    11. Austria, "Multilateralisation of the Nuclear Fuel Cycle", May 2007
    12. European Union, "Nuclear Fuel Cycle", EU non-paper, June 2007
A bit more has been added about the Russian International Uranium Enrichment Centre at Angarsk and the German proposal because there has been more recent material about the two. I also added a little about the "Six Country Concept".--68.248.155.2 (talk) 14:59, 26 May 2009 (UTC)[reply]
The scope of the article no longer matches the title. I suggest changing the title to "Nuclear fuel supply assurances." There should also be a section on the much earlier history of this notion, including the original Atoms For Peace proposal (December 1953), the International Nuclear Fuel Cycle Evaluation of the 1970s, and the IAEA Committee on Assurances of Supply in the 1980s. NPguy (talk) 21:55, 26 May 2009 (UTC)[reply]
I would endorse a renaming.--68.248.155.2 (talk) 22:01, 26 May 2009 (UTC)[reply]

Acheson-Lilienthal Report and Baruch Plan

[edit]

I suggested including a reference to these, so let me explain what I had in mind. These proposals called for full international control of the nuclear fuel cycle to prevent its misuse for weapons. That is the relevance here - a mechanism for assured fuel supply under full international control. NPguy (talk) 21:54, 30 May 2009 (UTC)[reply]

I added some more information about the Acheson-Lilienthal Report.
As far as I can tell the Acheson-Lilienthal Report had two drafts, of which the 1946 version was better. The 1946 draft has been perceived as doing what you note. The Baruch Plan, based on the Acheson-Lilienthal Report, slightly modified this and the Russians found it unacceptable because it could theoretically allow a continued American monopoly on nuclear weapons.--69.217.67.104 (talk) 20:13, 31 May 2009 (UTC)[reply]

Wikinews

[edit]

This is worthy of Wikinews. Start at [1] ? Simesa (talk) 00:49, 13 April 2010 (UTC)[reply]

I tried to put it into Wikinews and the News Portal, but I'm afraid I didn't do a very good job. Simesa (talk) 01:17, 13 April 2010 (UTC)[reply]

Russian nuclear fuel bank?

[edit]

[2] says that the IAEA and Russia set up a nuclear fuel bank on March 29th, 2010. Simesa (talk) 18:07, 13 April 2010 (UTC)[reply]

This is good for the article, I moved it in to the general section which discusses this. In general, the article is not going to have a "recent development" section forever, so the material will need to be integrated throughout the article if it has an important and lasting significance.--76.213.221.152 (talk) 22:10, 13 April 2010 (UTC)[reply]
